Job Summary
Job Title: Data Reporter/Analyst
Directorate: Probation Operations Directorate
Team: Community Delivery Group (CDG)
Location and Working Pattern: National, suitable office base selected on appointment. Full time. Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
Duration: Fixed Term/Loan for 24 months
Grade: HMPPS Band 7
Background
The Community Delivery Group oversees policy development and operational guidance for Unpaid Work, Interventions and Sentence Management teams across the 12 Probation regions. Working closely with other workstreams within CDG including Interventions (Accredited Programmes), Sentence Management and Enforcement and Targeting.
You will be part of a multi-faceted team and work closely with colleagues from across our regions and other programmes within the Probation Operations Directorate and wider Directorates.

Role Overview
This is a senior analyst post based in HQ, reporting directly to the Senior lead for data and business improvement.
This post holder will be responsible for training and developing analysts within the Analytical team within the Community Development Group.
Key responsibilities of the role
- National responsibility for ensuring systems and processes are in place to monitor, review and assess continuous improvement of performance and quality practice, and provide assurance to Deputy Director and senior managers within CDG.
- Supervise a team of analysts to collect and extract data and analyse it for trends patterns and insights and create detailed reports.
- National strategic link between MoJ/HMPPS wider teams and CDG.
The job holder will be required to undertake the following duties and responsibilities:
- Ensure processes are in place for early identification of areas for improvement and downward trends in performance.
- Influencing the 12 Regions and stakeholders to achieve the organisational vision and strategy relating to quality and performance improvement of UPW, Accredited Programmes, Sentence Management and Effective targeting.
- Lead and develop staff members in line with HR policies and procedures.
- Manage a programme of work within the team providing direction on priorities.
- Strategic Lead on the improvement and standardisation of delivery practice where relevant, focusing on improving efficiencies, using data and analytics.
- Strategic lead on effective targeting ensuring regions have the capacity data and tools to drive effective targeting locally.
- Act as business product lead/owner for all newly developed systems and their continued development.
- Ensure developments in ICT infrastructure support the target operating model and business objectives.
- Strategic lead for Digital and Digital initiatives across CDG.
- Represent CDG at forums such as Probation Performance Committee, identifying areas to congratulate, of concern and for consideration.
- Develop a culture and systems that promote equality and value diversity and implement the diversity policies of the service and collaborate effectively with the Equalities and Diversity Unit.
Person Specification
Essential
- Experience of performance management, financial management, stakeholder engagement and management.
- Strong communication skills (written and verbal).
- Strategic thinking, understanding policy and legal context, to make meaningful decisions in complex situations.
- Proven ability to develop mature, productive relationships with internal and external service providers, key stakeholders and partners.
- Effective communicator and presenter.
- Experience of implementing deliverables (e.g. national data sets, IT solutions).
Desirable
- Knowledge, understanding and experience of probation delivery in a senior management position.
- Experience of service re-design and improving efficiencies.
- Proven leadership skills, with evidence of successfully leading, managing and motivating teams and colleagues to meet demanding objectives.
- Significant operational and management experience of operations in a similar service-related role.
- Proven ability to research, investigate and analyse information drawing together data to draw logical and fair conclusions.
- Financial management experience, and proven ability to achieve efficiencies.
- Effective advocate for change with ability to effectively engage employees.
- Ability to train others in developing data sets.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment.
