New recruits to the Civil Service joining MoJ are expected to join at the band minimum.
Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).
GDD:
Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks. Using GDD we will then determine if you will be paid an additional allowance, on top of your basic salary. This role is within the Product and Delivery Job Family, is a Delivery Manager role at Head of (agile) delivery management level but carries the title Head of Workstream Delivery within DTS.
Reserve List:
HMCTS run a Reserve List, where candidates who are unsuccessful at interview by only a few points, can be offered other roles, at the same band, for up to 12 months. Job Description:
Lead project planning and work closely with the Business/ project team and the DTS Product Manager ensuring scope and requirements for new workstreams are clearly defined and sized to support successful delivery.
Accountable for identifying the right resources and specialisms - Business Analysis & Quality Assurance Testers etc and for the Matrix management of a blended team
Responsibility for managing the 3rd party suppliers which augment the civil service workforce ensuring 3rd party resources are managed effectively and in line with the contractual obligation. This includes budget responsibility for contracts which vary from 10k to > 2m in value.
Tracking and reporting, progress against roadmap, project delivery forecasting etc.
Managing escalations to senior leadership.
As a senior level professional, providing effective interface with the highest levels within the Customer organisations and bringing strategic value to the relationship.
Defining and monitoring policies and procedures for Delivery Management sub-function.
Responsibility for contract and budget management working closely with the Commercial and Finance teams to appropriately manage public finances.
Coordinating the teams' project plans, roadmaps, risk assessments, sprint boards and retrospective lessons to ensure usefulness, engagement, accountability and predictability
Optimising the teams' backlog, ensuring it has enough buffer, correct priorities, stories are well understood, have adequate acceptance criteria in alignment with definition of ready Developing, guiding and improving process related ceremonies (refinement, planning, standups, demos and retrospectives)
Carry out regular Team Health Checks to ensure teams are continually happy and motivated, escalating any areas of concerns and helping to work through them.
Own and build relationships with the technical teams, Product Owners, senior stakeholders, management and third-party sub-contractors utilising effective and appropriate governance mechanisms
Responsible for successful product/ service transition to BAU including ensuring there is sufficient early live support
Drive continuous improvement within the teams and prioritising lessons learned.
Skills & Experience:
You will have a deep knowledge of and leads on a range of Agile and Lean tools and techniques used in the delivery of successful projects.
Be able to represent and be an advocate for these tools and techniques, be innovative and ensure they keep up to date with the latest trends.
Be able to maintain the feedback loop for teams and has responsibility for the translation and measurement of value (what you put in and what you will get out) and how this relates to practical government objectives and the user needs.
Be able to ensure the team has a situational awareness of what each other is working on.
Have the ability to focus on the outcome.
Are able to challenge and improve disproportionate organisational processes where it impacts the pace of the team.
Can identify what works best for the team and when to utilise certain processes.
Will recognise the appropriate deliverables and the right people to meet these works.
Essential Criteria:
Will have previous experience of working in a large digital organisation, or demonstrable understanding of large digital organisations operate in the context of this role.
Have been accountable for successful delivery of multiple large projects or workstreams.
Have the ability to work with technical and business stakeholders to drive out needs and interpret between them.
Is able to communicate effectively across organisational, technical and political boundaries, understanding the context.
Can advocate and communicate what a team does to create trust and authenticity.
Will take a continuous approach to planning, forecasting, estimating, managing uncertainty, metrics and measurements, contingency planning and roadmapping.
Able to communicate the plan, planning assumptions and progress to a range of stakeholders.
