Overview of the job
Business Planning is crucial to making HMPPS’s priorities a reality. It describes the
activities different parts of HMPPS will deliver, guided by the HMPPS Business
Strategy, the Ministry of Justice Outcome Delivery Plan, learning from COVID-19
response and recovery, and other documents describing plans for reform. The
Business Plan shows how finances are prioritised, which projects and programmes
will be delivered, and how success will be measured. It is essential that planning
improves diversity, inclusion and belonging. The job holder will be the national lead
for this process.
They will bring together organisational imperatives to support business areas in
development of their Delivery Plans, and associated processes. Business Planning
processes will adapt in the coming years as recently implemented structures mature.
The post is a non-operational Headquarters role reporting to the Strategy
Development Manager in the Strategic Development Group, part of Strategy,
Performance and Planning Directorate.
It is a national post with some travel to London required. The job holder will line
manage the Business Planning Advisor.
Summary
The job holder will demonstrate national leadership for planning across business
areas. They will shape plans that protect the public and reduce reoffending in line
with the four HMPPS Principles: enable people to be their best; modernise our
estates and technology; an open, learning culture; and transform through
partnerships.
They will collaborate with HQ teams to develop and understand strategic and
organisational requirements, in order to provide expert advice to business areas.
They will develop an understanding of business areas’ requirements so that they can
make planning processes helpful and supportive.
This will require regional and national understanding of finance, performance, policy
imperatives, and opportunities to improve diversity and inclusion.
Responsibilities,
The Job holder will be required to carry out the following responsibilities, activities

• Develop and maintain the planning process and guidance for a number of
large, regional business areas, aligned to the HMPPS Strategy, MoJ
Outcome Delivery Plan and relevant plans for reform.
• Ensure timely development of plans, managing the process throughout the
year to ensure time for preparation, briefing, drafting, review, clearance,
and communication to staff.
• Demonstrate strategic leadership in engagement with staff, key stakeholder
groups, and senior stakeholders to ensure their involvement in the co-
creation, review, and maintenance of the planning process and documents.
Show resilience and stand ground when needed to meet organisational
objectives. Provide expert liaison with Executive Directors.
• Engage with planning teams across HMPPS, including prisons and the
Strategy Unit, to align plans and processes as closely as possible while
delivering requirements specific to relevant business areas.

• Tailor engagement to ensure clear communication with all stakeholders,
including by drafting Board papers, presenting in meetings with senior
leaders, and facilitating workshops.
• Own and maintain planning processes, ensuring they meet the needs of
staff drafting and delivering plans, as well as meeting commissions from
senior leaders.
• Escalate issues to the Strategy Development Manager when necessary.
• Actively seek opportunities to ensure plans and activities deliver the public
sector equality duty.
• Provide support to wider planning processes as needed.
• Provide high-quality line management to the Business Planning Advisor.
