Overview of the role:

The Judicial Office

The Judicial Office (JO) reports to, and is accountable, to the Lord Chief Justice and was established in 2006 to provide support to him and to the wider judiciary following the Constitutional Reform Act 2005. In addition, we support, and are accountable to, the Senior President of Tribunals, whose responsibilities extend to Scotland and Northern Ireland.

The JO is an interesting and unique place to work. Everything we do is in support of upholding the independence and impartiality of the judiciary. We work closely with HMCTS, the Ministry of Justice (MoJ) and others across Government as well as with the legal professions.

We are an Arm’s Length Body sponsored by the Ministry of Justice. This creates an interesting and complex environment in which to work where we agree our priorities with the senior judiciary and receive our funding to deliver them from the Ministry of Justice. The Judicial Office has been through a period of significant growth resulting from an expansion of our remit and responsibilities.

Overview of Business Support Team.

The Business Support Team sits at the centre of the Judicial Office with a broad corporate portfolio that includes responsibility for the departmental budget.

The team is led by the Head of Corporate Services and provides a wide range of support, advice, assurance and services for Judicial Office staff and to the Judicial Office Management Board. This includes accommodation, health & safety, people survey, staff engagement, business continuity, learning & development, people services, risk management, financial planning and budget management & forecasting. The team also work closely with specialist teams in the wider Ministry of Justice and Whitehall.


Summary:

The People Services Delivery Manager will report to the Head of JO People Operations. They will have responsibility for administrative functions for centralised recruitment service, staff security clearances, Reward and Recognition and people activities.


The postholder will also be responsible for providing audit and assurance for the centralised budgets the team has overall responsibility for.

Responsibilities,

Activities & Duties:

This is a business-critical role that is central to the delivery of People Services operations. Duties will include (but are not limited to):

Recruitment Support and Admin

  • Establish and maintain excellent working relationships with a range of stakeholders across the business and with MoJ to share knowledge, experiences and ideas in the recruitment space.

  • Coordinate recruitment campaigns partnering with Recruitment Managers in the business for the effective management of the Avature process as the Subject Matter Expert (SME).

  • Coordinate and supply appropriate materials to Interview panels/candidates in an efficient and timely manner

  • Collect data on recruitment activity carried out by the team and prepare reports



Learning and Development

  • Setting the schedule of internal L&D sessions based on evaluation of previous year’s attendance and dropout rates

  • Collaborating with facilitators and influencing key stakeholders on the content and delivery of the sessions

  • Develop, evaluate and improve the annual Leadership and Management Programme including:

      • setting the content, schedule and promotion of the programme in collaboration with the Operations & Delivery Manager

      • Analysing the return on investment for the sessions being run

      • Researching and evaluating CSL products that will enhance the programme and its effectiveness

      • Providing advice and support for the application process and the overall programme, and being the single point of contact for candidates, managers and delegates of the programme

    • Design, co-ordinate and deliver training packages for Interviewers and interviewees using existing products as the basis and improving on them through robust evaluation



Finance:

  • Management, assurance and reporting of the training budget including assurance checks on purchase orders

  • Raising PRFs for approved training activity

  • Manage the financial control process for training and supporting staff to put together business cases that are fit for purpose. Working in partnership with the business to promote the approved route for accessing paid for training.

  • Check daily transaction report for training budget including suspense account for any discrepancies and investigating/ actioning any issues or unexpected costs

  • Logging of R&R nominations and reconciliation of the R&R budget

  • Ordering of R&R vouchers and ensuring financial controls for R&R are adhered to by the business

  • Monitoring requests for DSE specialist equipment ensuring appropriate procedures have been followed and collaborating with business areas and the Accommodation team on spend.

  • Completion of variance reports for OH non-core spend in the business



Wider Responsibilities

  • Responsible for management and ongoing development of the JO Managers Resource hub researching most effective products, content and wider policy issues that need to be included in the overall product making sure it is up to date.

  • Monitor the People Services Team and R&R team’s mailbox’s for requests received and respond to requests for advice promptly including triaging requests and organise meetings with the appropriate lead (and staff/managers where necessary) to discuss.

  • Reviewing the L&D offer as a whole, in consultation with the Head of People Services, in relation to ROI and complete agreed actions escalating where appropriate.


Engagement/liaison 

  • Secretariate for L&D SPOC community and Coaching and Mentoring community

  • Partnering with the Internal Communications team, regularly review and update intranet guidance on core People Services Products and develop and create survey forms to capture user experiences.

  • Production of L&D monthly alert
