Summary
The job holder will lead on the daily operations of the
establishment on behalf of the Governor.
The job holder will be in charge of the establishment in the
absence of the Governing Governor and have responsibility for
influencing and championing national policy and its direct
delivery effecting young people and staff.
All staff are expected to deliver a service to young people where
they are provided with a fully integrated regime to meet their
care, offending, education and health needs and that is
compliant with Article 3.1 of the United Nations’ Convention on
the Rights of the Child (1989).
All staff will work co-operatively, positively and in partnership to
help deliver service excellence to the young people in our
collective care; ensuring that the safety and wellbeing of young
people is of paramount importance.
All Staff working within an under 18 YOI are expected to
understand their responsibilities to protect and promote the
welfare of children in their care and their duty to report concerns
appropriately and appropriate child protection referrals are made.
This is an operational job with line management responsibilities.
This role is non-rotational.
Responsibilities,
The job holder will be required to carry out the following

Duties
• Manage the achievement of qualitative and quantitative
standards including supporting the delivery of the Service
Level Agreement between the Youth Justice Board and the
Directorate of Public Sector Prisons.
• Manage the achievement of qualitative and quantitative
service standards that are compliant with the Youth Justice
Board’s (YJB) National Minimum Standards and the PSI on
Care and Management of Young People.
• Accountable for ensuring that all areas of work within
function are discharged in compliance with Section 11 duty
to safeguard and promote welfare under the Children Act
2004.

• To be accountable for the delivery of the HMPPS/YJB
operating specification by ensuring an establishment wide
quality assurance process is in place. Accountable for
ensuring that all areas of work within functions are
discharged in compliance with the specification.
• Accountable for ensuring that the quality assurance
framework provides a regular review of delivery by bringing
together quantitative management information with
qualitative testing of delivery as set out in HMPPS/YJB
operating specification.
• Ensure all managers and staff within the function provide a
respectful, safe decent environment for all young people
and staff.
• Accountable for ensuring robust and effective procedures
for young people engagements are in place.
• Accountable for completing Impact Assessments as
required for the Single Equality Scheme.
• Provides leadership, direction and mentoring for managers
and staff within the establishment through briefings, building
formal and informal relationships, and effective
communication on behalf of the Governor.
• Promotes Prison Service policy in all activities and
behaviours by promoting diversity, decency, safety and
reducing re-offending agendas.
• Contribute to the preparation of the establishment
contingency and emergency plans and ensure
implementation when required.
• Contribute to the strategic thinking, effective ways of
working, efficiency savings and finding solutions for failing
Service Delivery indicators (SDI) and outcome indicators for
young people.
• Responsible for establishment succession planning.
• Contribute to the development and delivery of the medium-
to-long term strategic and business plan for the
establishment.
• Contribute to the continuous strategic development of the
establishment through the Senior Management Team
(SMT).
• Responsible for ensuring that all Heads of Functions adhere
to action plans as a result of HM’s Inspectorate of Prisons
(HMIP), Standards Audit Unit (SAU) and Measuring the
Quality of Prison Life (MQPL) findings/reports.
• Undertakes the appropriate job in the establishment during
serious incidents when required.
• Ensures that all managers and staff within the functions are
held accountable for providing decent conditions and that a
safe working environment is maintained for young people
and staff.
• Carry out Adjudications and monitors the fairness and
consistency of those carried out by Head of Functions, with
responsibility for chairing local grievance appeals and
attend support hearings appropriate to level.
• Contribute to local employee relations maintaining and
building relationships and partnerships where possible to
facilitate negotiations with trade unions.

• Oversee the Duty Governor rota for Heads of Function.
• Responsible for authorising actions required under
Regulation of Investigatory Powers Act (RIPA) taking
responsibility for the local corruption prevention contact.
• Oversee the decisions made around Re categorisation,
Release on Temporary License (ROTL), early release (ER)
and Home Detention Curfew (HDC) following appropriate
risk assessments.
• Chair and represent the establishment at internal and
external stakeholder/community meetings including the
initial Category A reviews, restricted status reviews and
monthly security committee, setting objectives and direction
of works and reviewing any current threats when required.
• Respond to confidential access requests and complaints for
the Governor.
• Responsible for authorising the Use of Force and tornado
team when required.
• Manage devolved budgets in accordance with the financial
procedures outlined in the budget delegation.
• Contribute to the establishment’s overall achievement of
(SDIs), outcome indicators for young people and standards
and lead on the performance and delivery of targets relating
to the budget and People Plan.
• Ensure the SMT are visible throughout the establishment
and personally carry out regular visits to all areas.
• Responsible for ensuring all departments contribute as
required, and in line with the Casework Operating Model
and associated policy documents, to the establishment wide
multi-disciplinary casework model. This may be through a
range of mediums, for example providing progress reports
or attending sentence planning meetings.
• Responsible for ensuring that the casework department
links effectively with the Safeguarding department in the
establishment to take all reasonable actions to reduce risk
to young people.
The duties/responsibilities listed above describe the post as it is
at present and is not intended to be exhaustive. The job holder is
expected to accept reasonable alterations and additional tasks of
a similar level that may be necessary. Significant adjustments
may require re-examination under the Job Evaluation Scheme
and shall be discussed in the first instance with the job holder.
An ability to fulfil all spoken aspects of the role with confidence
through the medium of English or (where specified in Wales)
Welsh.

Experience
The job holder must have either been successfully accredited at
the Senior Operational Manager (SOM) assessment or been
successfully accredited by passing both the Deputy Governor
Assessment Centre (DGAC) and the Deputy Governor &
Governor Incident Management Silver Command (IMSC)
Assessment.

When transferring to a Young Persons establishment the job
holder will be required to successfully undertake an assessment
to demonstrate suitability to work with Young People.
Any manager working within the estate will be expected, within
one year of taking up post to have completed the following
modules:
• WYPC - Child Protection and Safeguarding (plus e-learning
and 3year refresh cycle)
• WYPC - Adolescent Development (plus e-learning)
• WYPC - Speech Language and Communication Needs
• WYPC - Emotional and Mental Wellbeing

Hours of Work
37 hour working week.

Allowances
Required Hours Allowance
This role requires working regular unsocial hours and a payment
at the current approved organisation rate will be made in addition
to your basic pay to recognise this.
Unsocial hours are those hours outside 0700 - 1900hrs Monday
to Friday and include working evenings, nights, weekends and
Bank/Public Holidays.
