Role: WRS Joint Team Lead

Business: Office of Public Guardian (OPG)

Location: National

Grade: HEO

Salary:  £35,335 minimum

Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Team Overview

You will be working for the Workforce Resourcing Services (WRS) team. WRS manage all recruitment and resourcing activities for the organisation. We are responsible for planning and advertising OPG’s vacancies, supporting vacancy holders and panel members throughout a campaign, organising the vetting and onboarding of our successful candidates, and most importantly ensuring OPG remains compliant with the Civil Service Commission’s Recruitment Principles and MOJ Resourcing Policy.

Duties and Responsibilities

We are looking for an experienced and motivated Team Leader to join WRS. This role is critical in leading and supporting a team responsible for delivering high-quality recruitment services across the organisation. You will provide strong leadership, manage workflow, and ensure effective stakeholder engagement at all levels. Key responsibilities of the role include:

Role Modelling: Act as a role model for professional standards and behaviours, fostering an inclusive and high-performing team culture.

Line Management: Provide day-to-day leadership and support to the team, including performance management, development, and wellbeing.

HR Oversight: Manage HR responsibilities for the team, including absence and performance management, touchpoint conversations, and compliance with organisational policies.

Workflow Management: Allocate and manage workflow across the team, ensuring priorities are met and deadlines are achieved

Stakeholder Engagement: Liaise with stakeholders at all levels, building strong relationships and ensuring clear communication on recruitment activity, and utilising a network of stakeholders including SSCL, RMO, the Avature team, and other recruitment teams across MOJ.

Compliance Leadership: Ensure all recruitment activity adheres to Civil Service Commission Recruitment Principles and internal policies.

Forecasting & Planning: Monitor and forecast recruitment activity, timelines, and resource needs to support strategic workforce planning.

Decision Making: Make and communicate decisions that are informed by policy, legislation, and best practice.

Continuous Improvement: Identify opportunities to improve processes and enhance service delivery.

Agreed Expectations

The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.

You may be required to travel to other base locations, including Birmingham and Nottingham, for attendance at team events and meetings.

Skills & Qualifications

Essential Skills

  • Experience in leading and managing a team, including experience of implementing HR processes (absence management, performance management, etc) to achieve effective outcomes. (Lead)
  • Strong organisational skills, with the ability to manage competing priorities and achieve deadlines in a process-driven environment. (Lead)
  • Ability to make and communicate decisions in line with policy, guidance and/or best practice.
  • Excellent communication skills, including the ability to influence and engage stakeholders.
  • Ability to motivate, engage and develop team members.

Desirable Skills

  • Familiarity with recruitment processes and workforce planning tools.
  • Familiarity with data analysis tools.

Additional Information

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
