About us

The HMPPS Portfolio and Change Delivery Group oversees change activity for the Agency. Within the Group, the Change Management Office challenges and supports HMPPS projects and programmes to enable successful delivery. We drive the work of the Change Board; assure HMPPS Change Portfolio projects and programmes; and provide direct specialist and generalist project management support. These activities are key enabler of frontline delivery.

The Change Management Office comprises two overarching teams. The Head of Future Programmes leads the Future Programmes team, working in conjunction with the Head of Portfolio Management and Development to challenge and support HMPPS programmatic change.

The Future Programmes team provides a range of project management resource to HMPPS change programmes. This includes a scalable, end-to-end business case production service; a benefits management service; project planning; advice on risk management. These are delivered by the Benefits, Business Case, Risk and Planning Hub. Another branch of Future Programmes, the Project Resource Hub, delivers generalist project resource. This team has a range of project professionals at different bands who can undertake timebound roles on HMPPS Portfolio projects. They support especially where the MoJ Project Delivery Function is unable to do so. 

The role – Team Lead, Benefits, Business Case, Planning, Risk Hub

As a HMPPS B9 Team Lead, the postholder will lead a team that provides a mixture of specialist project services to HMPPS projects, especially those where MoJ Project Delivery Function does not have capacity to provide support. The team has an especial focus on helping projects get up and running in pre-initiation. The postholder will manage a team of 11 people, including direct management of 5 Band 8s. The team delivers the following services:

  • -       Benefits – a targeted advice and support service to projects to help increase the quality and maturity of their benefits documentation.
  • -       Business cases – an end-to-end scalable business case production service, including writing the case, annexes and ancillary products, planning, and governance papers/submissions.
  • -       Planning – providing a planning service to projects as a timeboxed intervention, helping them get off the ground fast.
  • -       Risk – timeboxed interventions to conduct RAIDO workshops for programmes, deep diving into potential challenges as they are identified.

Skills and experience

  • Strong understanding of project delivery fundamentals, especially benefits, business cases, planning, and risk
  • Highly developed management skills to lead a geographically dispersed team; ability to drive for results and provide appropriate support, while fostering the team’s culture
  • Excellent stakeholder management skills, using appropriate networks to understand both wider Portfolio and individual project requirements and priorities.
  • Strong ability to communicate clearly, both written and oral, and hold the confidence of senior project stakeholders, including Executive Directors and SROs
  • Track record of driving a responsive, high-quality service that meets customer needs, giving them excellent support at different stages of the project lifecycle.

Qualifications

Essential:

PRINCE2/APM qualified or appropriate relevant experience.

Desirable:

Better Business Cases Practitioner and/or Managing Benefits Practitioner.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. -The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment. Training
