Overview of the job
The responsibility of a Benefits and Business Case Manager is to provide assurance and
overview of the benefits profiles and benefits realisation plan. The role will need an
awareness of how to identify benefits and how to manage them. The job holder will
lead the management and delivery of effective benefits realisation planning, associated
dependency and risks & issues management.
Summary
The role holder is responsible for tracking realisation of benefits across the
programme. They will schedule detailing when each benefit or group of benefits will
be realised, look at the identification of appropriate milestones when a programme
benefit review can be carried out. They will detail any handover activities beyond the
mere implementation of a deliverable or output to sustain the process of benefits
realisation after the programme is closed.
In addition the job holder is the lead for ensuring that the Business Case is
successfully managed through the appropriate internal and external assurance
mechanisms to receive HMPPS, ExCo, Treasury and Cabinet Office approval.
Responsibilities,
The job holder will be required to carry out the following responsibilities, activities

? Lead on the development of the business case including defining the benefits of
the programme/project.
? Facilitating benefits-mapping workshops, establish benefits measurement
? Producing and owning the Programme Benefits Management Strategy
? Producing and owning the Benefits Realisation Plan to ensure the effective
management of benefits, including benefits identification, benefits baselining,
benefits profiling and benefits realisation monitoring and reporting
? Undertaking Benefits Realisation Reviews to assess benefits realisation against
the benefits identified in the Full Business Case, establishing and confirming
handover arrangements for benefits monitoring and reporting, and making
recommendations for further benefits realisation activities.
? Tracking and monitoring progress towards benefits realisation; producing and
owning the Benefits Tracker, updating it at key stages
? Brokering and agreeing post-project benefits monitoring and reporting
requirements with ‘business as usual’ (BAU) managers
? Working with the business to ensure benefits are identified
? Working with the Programme Manager to model benefits for the programme.
This involves:
o Organising and facilitating meetings or workshops with programme
stakeholders to identify the key benefits associated with the
programme;
o Using the agreed framework and approach to build a SMART
benefits profile for the programme and;
o Identifying and validating the sources of data that will allow
progress against meeting benefits to be measured i.e. identifying
Key Performance Indicators (KPIs)
? Develop, establish and manage appropriate plans, processes and products to
ensure the effective management of benefits for the programme/project
