The Ministry of Justice (MOJ) is here to protect the public, reduce offending, and deliver swift access to justice. We are responsible for:

The Ministry’s functional model for finance brings together specialists into a single, unified team across the Department with the vision of putting finance at the heart of decision making. The People Inclusion and Potential (PIP) team is part of Finance Transformation which is how we are delivering the change. 

PIP deliver capability and professionalism to the department’s finance function, providing resources to support recruitment, retention, capability, and talent management for both finance-qualified and non-qualified colleagues.

PIP support the function to grow a diverse, skilled, and joined up workforce of flexible, high performing individuals to improve performance and drive the MoJ Finance agenda. PIP encourage a learning and development culture across MoJ finance function and put both finance-qualified and non-qualified colleagues at the heart of our services, so that the right people are in the right roles, at the right time, with the right skills for today and the future.

Role Purpose

This role supports the design and delivery of learning, capability, and engagement activity across the Finance Function to build professional skills, digital confidence, and organisational resilience. The post holder will work collaboratively with stakeholders to identify capability needs, coordinate development initiatives, and support colleagues through change. They will use data and feedback to improve delivery, ensuring activities are effective, accessible, and aligned with organisational priorities.

You will work to the SEO Culture and Engagement Lead but will also work closely with the SEO Capability Lead.

The post would suit a creative, flexible self-starter who is looking to develop their management and leadership skills in a delivery team operating in a high-profile area of work. Strong interpersonal, organisational and communication skills are important, as the role involves working with staff of all grades to identify the function’s capability needs, and delivering events which meet those needs. You will be confident handling and analysing the data which provides the evidence base for the team’s activities.

You will be required to travel to London offices on approximately a quarterly basis.

Responsibilities

Key responsibilities will include:

Digital Confidence and Transformation Support

  • Support the delivery of the Digital Confidence & Skills engagement strategy, ensuring learning opportunities and resources are visible, clear, and up to date, including maintaining SharePoint content.
  • Coordinate and develop the Tech Champions network, using feedback to inform digital confidence initiatives.
  • Assist in the development and delivery of change management tools and training to support the function during transformation and adapting to organisational change with confidence.

Design & Deliver Innovative Learning and Development

  • Work collaboratively with others to identify and coordinate learning and development activities across the finance function, including Continuous Professional Development and internal events.
  • Design and deliver learning solutions, including e-learning packages, for the Finance Function working with subject matter experts to meet identified capability needs.
  • Lead and develop the finance function networking schemes to support learning, collaboration and support between colleagues that assist their personal development.
  • Contribute to the delivery and continuous improvement of induction and resourcing activities, using feedback to enhance the experience for new joiners.

Stakeholder Engagement and Collaboration

  • Build and maintain effective working relationships with stakeholders to support delivery of capability initiatives and respond to business needs.
  • Work collaboratively across teams to ensure learning activity is aligned and effectively delivered.

Capability Analysis and Continuous improvement

  • Deliver capability gap analysis activity across the finance function, helping to identify trends and inform content and improvements to the learning and events programme.
  • Gather and analyse engagement data to assess the effectiveness of team activities, identify influential factors and recommend practical improvements.

Essential Criteria

Although this is a role within the Finance Function no professional qualification is required. A background in learning and development or HR could be useful.

An understanding of how the Finance Function operates is important in order to engage stakeholders effectively and understand their needs. An awareness of the Government Finance Function’s (GFF) people and capability strategy will be needed.

Ensure that important messages are communicated with colleagues and stakeholders respectfully, taking into consideration the diversity of interests.

Developing Self and Others

Identify capability gaps for yourself and your team. Ensure development objectives are set and achieved to address any gaps and enable delivery of current and future work.  Take time to coach, mentor and develop other colleagues to support succession planning. Promote inclusiveness by respecting different personal needs in the team and use these to develop others. Reflect on your own work, continuously seek and act on feedback to improve own and team’s performance.

Delivering at Pace

Show a positive approach to keeping the whole team’s efforts focused on the top priorities. Promote a culture of following the appropriate procedures to ensure results are achieved on time whilst still enabling innovation. Ensure the most appropriate resources are available for colleagues to use to do their job effectively. Regularly monitor your own and team’s work against milestones ensuring individual needs are considered when setting tasks. Act promptly to reassess workloads and priorities when there are conflicting demands to maintain performance. Allow individuals the space and authority to meet objectives, providing additional support where necessary, whilst keeping overall responsibility.

Additional Information

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
