Role: Operations Capability Delivery Manager

Business: Office of Public Guardian (OPG)

Location: OPG offices in Victoria Square House, Birmingham 

Grade: SEO

Salary: £42,914- £46,182

Contract Type: Permanent

Minimum Hours: Full time – 37 hours per week

Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Team Overview

Operations is the largest of three directorates within OPG, itself split into Power of Attorney Services and Supervision and Investigation Services. We process, maintain, and where appropriate, investigate power of attorney applications on behalf of the Public Guardian, within agreed targets and performance indicators. We also supervise cases where deputyship orders have been granted.

The Operations Capability Team have the following objectives to:

             Standardise and document all key HR processes and Line Manager standards via Compliance Checklists.

             Enhance operational line manager capability and professionalism  through targeted training and induction.

             Improve consistency and transparency in HR practices and Line Manager standards, via audit and monitoring activities

             Establish continuous improvement and feedback mechanisms

We are seeking someone with HR experience and comprehensive practical knowledge, who can confidently support managers in fulfilling their HR responsibilities. 

You will report to the Operations Capability Lead, providing support across a range of capability activities aligned with their objectives and the Operations Capability Plan. This may include assisting with or conducting investigations, supporting appeal hearings, and contributing to decision-making processes within your remit. You will help prepare and present capability insights to the senior leadership team and play an active role in fostering a culture of integrity, fairness, inclusivity, and transparency in HR matters across operations. The role also includes line management responsibilities.

Duties and Responsibilities 

             Guide, coach and offer practical support to operational managers, helping them to discharge their Line manager and HR responsibilities effectively and responsibly, in accordance with HR policies and processes.

             Undertake capability and HR tasks and activities that require senior management involvement. Where appropriate, this will likely include conducting formal investigations, acting as a decision manager and appeal manager where dismissal/independent decisions at that level are being considered.

             Employ appropriate interventions to ensure line managers are compliant with HR processes and timelines.

             Analyse available capability and HR data to provide insight to the senior management team. Develop and implement local improvement initiatives as a result of this insight.

             Ensure revised processes and policies are sufficiently communicated and embedded within operations.

             Demonstrate and promote a high level of integrity, fairness and transparency in dealing with all HR related matters, ensuring diversity and inclusivity have been considered.

             Undertake general senior management duties as required by your line manager that are commensurate to the post and grade. 

Agreed Expectations

The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.

If successful, you will be based at our site located in Birmingham. Regular travel to other OPG offices may be required. You will be expected to work from your base office location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.

4.           Able to analyse and interpret HR data to provide insight to Senior Leaders and recommendations for improvement activities.

5.           Can lead others through significant change and adapt to changing workplace scenarios.

6.           Have a strong understanding of the SOP system and the ability to coach and support in its use by others.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
