Overview

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ). The MoJ Property Directorate brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies.

MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams. We are responsible for a great deal - our portfolio consists of properties valued at £9.3bn for the MoJ alone. We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.

We continue to deliver new ways of working across our portfolio – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing more dynamic and flexible workspace, while driving down the cost of the estate.

Team Overview

Part of the Property Directorate, this small team supports the procurement and management of Non-FM contracts. Many of the contracts managed reach across the whole of MoJ and this close team speaks to a range of different stakeholders from all parts of the organisation. This team works closely with Commercial and Finance colleagues and has responsibility of 14 contracts one of which is a gold scorecard contract.

Duties and Responsibilities

            Oversee the contract management, re-tendering and mobilisation of 14 Contracts owned by Property directorate.

            Ensure that Gold and Silver Scorecard contracts are monitored closely and that monthly reporting is timely and accurate.

            Contract retendering, lead the production of business cases and scope of works ensuring that the SRO or SBO are fully briefed throughout. Ensure that tender documents accurately reflect the objectives of the department. Identify and mitigate potential risks and review this through a stakeholder group.

            Bring together key stakeholders to comment on specifications and scopes of work, ensuring all aspects of supply required by MoJ are included and unrequired services removed from scope.

            Ensure monthly meetings are held with the service providers for all contracts, evaluating performance, holding suppliers to account, and ensuring KPIs are met; and that, where possible, a level of improvement and innovation is implemented and recorded.

            Where mobilising contracts, ensure that the incumbent supplier works through their exit strategy and that the new supplier is given access to all systems and data required to undertake their role.

            Report on expenditure through the lifetime of the contracts ensuring MoJ stays within the limits set out in expenditure and alerting business owners where this is breached or close to set limits.

            Report on savings directly from the energy bureau, sharing this with senior management and use the data when considering re-procurement of services.

            Attend utilities cross government supply to report on supplier performance.

            Attend meetings on utility usage, building and queries.

            Oversee new gas and electricity connections to existing contracts and increasing in supply to expanding sites.

            Lead the strategic management of utility data (energy and water) across the MoJ estate, ensuring high standards of data quality, completeness, and timeliness.

            Work closely with the Sustainability Performance Lead and Subject Matter Experts to align utility performance with broader environmental targets, including GGCs.

            Lead the procurement of, and contracts for, utility supplies across the MoJ estate.

            Assist with the implementation of smart and sub-metering solutions across the estate, working closely with CCSU to ensure these are picked up by the utility Bureau.

            Ensure KVA capacity checks are undertaken and where possible align capacity with requirement considering future requirement of expansion.

            Provide leadership to the non-FM Contracts Team, ensuring consistency, capability development, and delivery of high-quality outputs.

            Monitor innovations, technologies, and best practices in utility management and performance reporting, advising on their application within the MoJ estate.

            Ensure key stakeholders provide timely approvals or query supplier fees to allow monthly invoicing activities to be completed in a timely manner.

Travel Requirements

This post is a national post but some travel is required around the country and to our headquarters sites in Leeds and London and on occasion an overnight stay may be required.

Skills and Experience

            Clear understanding of procurement processes across MoJ. Expert understanding of utility metering, energy capacity, and billing processes across large, complex estates. (Assessed via Statement of Suitability)

            Awareness of commercial and contractual arrangements related to utilities and estates operations. Understanding of risk, governance, and compliance in a public sector context. (Assessed via Statement of Suitability)

            Proven ability to communicate contract specific information to senior stakeholders taking them on the procurement process.  (Assessed via Statement of Suitability)

            Excellent written and verbal communication skills, with experience producing robust reports and business cases for senior audiences. (Assessed via Statement of Suitability)

Desirable

            Engagement in cross-government working groups or policy development forums related to utility purchasing.

            Advanced analytical skills, including the ability to interpret complex data and present actionable insights using tools such as Excel and Power BI.

            Demonstrated ability to manage supplier relationships

            Strong project and programme management skills, with the ability to lead cross-functional initiatives and deliver outcomes at pace.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
