HMPPS Band 10
The Assessing Risks Needs and Strengths (ARNS) project is redesigning both a new digital service and improving ways of working in relation to assessment and sentence planning practice.
A priority and highly visible project in its own right, ARNS is also enabling and supporting wider organisational strategies and priorities to be realised, including capacity focused. The project is ensuring a transformational and joined-up approach to design and development of assessment and sentence planning between probation and prisons.
It is providing practitioners with a more effective and efficient assessment and planning service; one that supports improvements in the quality of assessment and management of risks and needs and delivers capacity benefits to alleviate practitioner workloads.
This is a unique opportunity to help shape the future of HMPPS assessment practice and to play a role in making a difference for our brilliant front-line staff.
Although this role does not require a formal qualification, the role holder will be able to demonstrate a working understanding of the core principles of engagement, desistance, risk and responsivity as well as the latest evidence-based research relevant to the work of HMPPS.
Following project closure, you will need to establish business as usual ways of working to care take and iterate ARNS in alignment with any further changes in policy and practice.
Previous operational experience in a probation setting is desirable but not essential. Knowledge and ideally experience of assessment and sentence planning will be crucial.
You will need to be highly motivated and organised, working to agreed project timescales and have experience leading change project teams, (ideally with experience of implementing digital changes.)
This a national role, leading a dispersed team, which will require regular national travel which may include the need for some overnight stays, depending on location. In line with HMPPS policy, there is an expectation that you are 60% office based.
The job holder will be required to carry out the following duties:-
- Represent the ARNS project amongst and to Senior internal and external stakeholders.
- Chair workshops, team meetings, and governance forums.
- Contribute to Ministerial and Executive Director briefing.
- Lead on service design of Probation assessment and sentence planning requirements, ensuring effective collaboration and engagement with a range of stakeholders.
- Line managing both the prison and probation focused Design and Delivery Leads, ensuring the ARNS design meets the needs of both prison and probation settings.
- Lead on the ARNS Learning and Development approach and implementation of that approach, line managing the ARNS L&D team.
- Provide consistent, honest and open dialogue with digital colleagues including steering decisions on design, supporting decision making, managing senior stakeholder expectations, and persuading and influencing others.
- Contribute to project and delivery plans to ensure delivery to time, cost and quality standards, ensuring risks or issues to the project are mitigated or escalated.
- Build strong relationships across the project and Probation and Probation operations in order to create buy in, communicate the strategy and embed ARNS successfully.
- Ensure your team uses academic steer to inform the design of ARNS and ensure robust data collection considerations are paramount at point of design so that effective evaluation and continuous improvement is possible.
- Identify best practice and seek ways to share this and incorporate in assessment and sentence plan design.
- Strive for excellence in a dynamic, creative and iterative way, whilst working at pace.
- As the project completes its objectives and closes down, you will need to support the team through this transition, manage attrition and establish business as usual ways of working.
Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.

The Loan/Secondment is subject to the approval of the selected candidate's Business Unit, which should be obtained before confirmation of appointment.

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment. If you were appointed internally and your leave was previously calculated in days, this will continue to be the case.

Training
HMPPS is committed to staff development and offers a range of training and development opportunities, including areas such as Equality and Diversity, Dealing with Challenging Behaviour, Suicide Prevention and Anti Bullying Programmes
-There are opportunities to access promotion programmes and HMPPS provides a variety of training appropriate to individual posts
