Role Purpose

(250 words max)


You will work with the HMCTS HQ, National Security and Safety Team, as the Security and Safety Audit & Assurance Support Officer, offering support and assistance to the auditors/assurers delivering the National Safety and Security Audit programme, supporting their provision of professional health and safety advice and assurance to senior duty holders across the HMCTS estate. This role will proactively assist in the planning, organizing the Security and Safety audit programme and tracking and chasing follow up actions arising to reduce work-related incidents by further developing the health and safety culture, making the work environment both safer and healthier.


This is an important Safety and Security role within HMCTS. The successful candidate must provide clear direction and focus, visibly championing safety and security and supporting the changes which deliver greater effectiveness and efficiencies.


This role may require the post holder to travel to different parts of the United Kingdom, which may involve occasional overnight stays (Note: all additional travel and accommodation will be funded by HMCTS).







Key Accountabilities (600 words max)



On a daily basis:

  • Oversee and plan the HMCTS safety and security audit and inspection schedule, reporting and action plan status for the Senior Management Team on a daily basis.

  • Assist and support the auditors and assurers in the administration and development of an audit/assurance itinerary to test management systems in order that HMCTS maintains its legal and moral obligations with regard to health, safety, security and wellbeing.

  • Assist and support the auditors and assurers by organising their visits to HMCTS sites located throughout the United Kingdom on a weekly/monthly basis to conduct audit and assurance processes. This will involve administering weekly/monthly planning and scheduling of safety and security audit/assurance visits and making these arrangements by liaising with Heads of the Regional Support Units and operational sites, working collaboratively while developing relationships with key stakeholders.

  • Proactively monitor, review and update action plans and effectively communicate on developments with key stakeholders.

  • Follow up on outstanding actions in action plans with action owners on a weekly/monthly basis, while planning and agreeing timelines to lead progress on audits/assurance review arrangements and the associated action plans in meetings to report to the Senior Management Team, as required.

  • Demonstrating knowledge of and practical experience in testing and directing on Security and Safety policy and processes in varied, high-risk environments within a multi-faceted organisation.

  • Contribute to developing a risk-based audit and assurance programme and procedures including the production of the terms of reference, standards, question sets and action plans.

Occasionally:

  • Assist in written and verbal HMCTS communications relating to safety and security and provide updates and edits to the security and safety intranet pages as required.

  • Provide professional security and safety engagement as necessary with external stakeholders on safety issues as required including HSE, Local Authorities and other government departments.















Knowledge, Skills and Experience (500 words max)



  • Strong planning and organising skills to plan audit/assurance schedules, organise iternaries and visits and plan and oversee delivery of action plans

  • Collaborating with auditors and assurers to update, review and maintain relevant Health and Safety and Security guidance. This requires a commitment to continued professional development, ensuring that the postholder has knowledge of new/upcoming legislation/standards in respect of Health and Safety and Security.

  • A strong understanding of operations within either tribunals or courts and Security and Safety risks associated with these, or of an equivalent complex operational environment, would be desirable.

  • National Security clearance at Security Check (SC) level, which can be processed upon selection to role.



  • Previous experience of working in a Security and Safety audit/assurance or management role, delivering and reporting on Security and Safety audits.

  • Previous experience in engaging with senior managers and other senior stakeholders to develop and review policies and procedures and audit and assess the effectiveness of management arrangements, providing expert feedback and recommendations for improvement when necessary.

  • There will be an opportunity to develop further within safety and security field by attaining professional qualifications (IOSH and NEBOSH certificates, for example).

  • The successful candidate will become a member of the Institute of ‘Occupational Health & Safety’ (IOSH) if they have not previously received membership.

Problem Solving and Decision Making (300 words max)


  • Collaborating with auditors and assurers in the development of a risk-based audit and assurance programme and procedures including the production of the terms of reference, standards, question sets and action plans.

  • Collaborating with auditors and assurers to plan, organise and manage the expert delivery and reporting of audit and assurance processes keep the HMCTS workforce and those who use our premises healthy and safe. This includes writing coherent communications; reports; updating audit recommendations and action plans.

  • Collaborating with auditors and assurers and engage with business leaders to advocate and demonstrate compliance with policies to readily identify and champion sustainable interventions.

  • Provide professional Security and Safety engagement, as necessary with other external stakeholders on safety issues as required including HSE, Local Authorities and other government departments. Strong communication, negotiation and influencing skills to be able to explain complex safety procedures clearly to an external audience in concise and accurate terms.

  • Continuously assist and support the auditors and assurers with their work in developing Safety and Security policy and to promote a positive safety culture in the workplace through senior Director, Trade Union representatives and stakeholder liaison.





Management of Resources (250 words max)

  • Assist with support for other Safety, Security and Fire areas which may include providing cover for the Safety and Security Officers on the team, when required.

  • Work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post and deemed necessary by line management to fulfil the role and requirements of the team.

  • Will supply support to the wider Chief Financial Officers team commensurate as required with the grade and level of responsibility of the post.


Autonomy (250 words max)


  • The postholder will need to utilise their management skills/experience to effectively organise audit/assurance schedules for auditors and prioritise tasks to support the auditors/assurers to deliver the audit programme effectively. The postholder will report directly to Fire Safety or Health and Safety Audit/Assurance Officers for frequent review of audit schedules and their status of tracking and chasing audit actions, with limited autonomy provided to this role.

  • The postholder will need to develop effective relations with key internal stakeholders, Health and Safety/Fire Safety Assurers/Auditors, Property, Operations colleagues, communicating effectively with a wide range of diverse customers (such as managers, local authorities, HSE), along with having the ability to understand and translate complex information with clear, succinct explanations for the customer, providing verbal and written explanations of decisions/updates of progress to deliver critical health and safety/fire safety assurance/audit work.
