Job Title:  Delivery Manager - Operational Training

Grade:  SEO

Overview of the role:

This is a management role, based within MoJ People and Capability - Prison Learning Delivery Team (PLD). This role provides formal Line Management to a geographically dispersed team of national Trainers. 

The job holder will be responsible for the scheduling and delivery of training, their team's performance management, day to day duties, welfare and well-being and the quality assurance of their delivery.  The jobholder has responsibility for collaboration in designing HMPPS/MoJ business specific training packages in line with PLD protocols.

Reporting directly to The Business Delivery Lead.  Working with a range of internal and external stakeholders such as Prison Group Directors (PGD), Governors, policy leads, Subject Matter Experts (SME), Shared Services (SSCL) and inspection bodies, this role will lead the team to achieve high standards of quality training delivery and drive up the consistency of provision

The purpose of this role is to provide leadership and management to a team of PLD Trainers, and support staff. They will be responsible for the delivery of a range of innovative learning services that build workforce capability through the embedding of improvement initiatives. 

The jobholder will be required to develop strong relationships with PLD colleagues, MoJ, HMPPS and SSCL and to engage with the business, providing direction, ensuring that delivery meets the current and future needs of the business, as well as promote an understanding of the PLD Operating Model.

The job holder will be expected to travel to meet the requirements of the role and to national events but will be expected to maximise digital communication opportunities to conduct their business in a cost and time effective manner.

This will be a national role, successful candidates will be based at one of our regional learning centres, other MOJ sites will be considered. Summary

The job holder has significant responsibility for leadership and management of HMPPS/MoJ Trainers ensuring effective delivery of HMPPS/MoJ business specific training in either Operational Training or Prison Officer Foundation Training. They will play a key role in the quality assurance of packages delivered nationally and locally, working closely with design colleagues and quality assurance colleagues to ensure delivery is continually reviewed and improved. Ensuring all PLD standards of delivery are achieved.

Working alongside PLD employees, HMPPS/MOJ stakeholders and where required, Awarding Bodies to ensure that the function delivers a standardised high-quality learning offer to equip employees with the skills, knowledge and behaviours which enables them to carry out their role safely and professionally in a challenging environment.

The jobholder will be accountable for the effective delivery of business specific training, ensuring that it continues to meet the changing needs of the business. They will be responsive to feedback from stakeholders and evaluation data overseeing the continuous improvement of all products to meet business requirements. They will remain alert to emerging issues and trends which might impact on the delivery of training and respond to these accordingly.

The job holder will be responsible for scheduling learning events strategically, maximising venue, trainer usage and resources, achieving all baselines and KPI's.

The job holder will be the single point of contact for all matters that relate to or may interrupt the business-as-usual responsibilities of their portfolio / team with reference to delivery activity.  They will liaise with and listen to relevant stakeholders and Learning Service Managers in relation to the delivery of their portfolio and consult with key stakeholders to ensure that the delivery offer remains current, innovative and that potential impacts on the organisation have been considered.

The post is an SEO position due to the range of managerial responsibilities and requirement to work collaboratively across a number of different work areas. As the PLD Delivery representative, they will be required to engage and influence Policy Leads and Governors, as well as internal and external stakeholders. The job holder will be required to apply judgement and creativity to identify the best approach or solution to a particular issue or situation. 

Flexibility to work outside of the core role to aid personal development whilst reacting to changing priorities of the business is an expectation of the SEO role. 

Responsibilities, Activities and Duties:

The post holder will be required to carry out the following responsibilities, activities and duties:

  • Manage the scheduling and delivery of the training offer that best meets the needs of the business in the most effective way, by the most efficient means in the right place, at the right time, in the most appropriate sequence and in the right volumes. 
  • Collaborate and oversee the development, quality assurance and continuous improvement of learning products for HMPPS business specific curriculum.
  • Ensure the PLD curriculum offer is underpinned by the Education Inspection Framework (EIF) standards, collaboratively informed, innovative, relevant and accessible.
  • Contribute to the relevant assurance frameworks to ensure delivery is consistent with their requirements and supports successful outcomes.  Ensure that we deliver against the required intent, and that the learning offer has had the desired impact
  • Communicate frequently with both internal and external key stakeholders including, but not limited to, establishments, Heads of Delivery, Learning Services Managers, Heads of HR and Heads of Business Assurance.
  • Continuously identify areas for improvement and simplify processes using technology where possible to increase efficiency, realise cost savings and maximise learning outcomes.
  • Maintain good links and professional relationships with other Delivery Managers and the PLD central team.
  • As appropriate, manage and contribute to the maintenance of individual training venues paying particular attention to the control of asset registers, risk assessments, Safe Systems of Work and all Health & Safety regulations including reporting on the RIVO safeguard health and safety management system, fire safety audits etc.
  • Continuously review staffing profile. Identify skills gaps and succession plan to maintain appropriate staffing resource levels.
  • Ensure all new starters receive a comprehensive induction, are linked to a mentor and are in timely receipt of necessary equipment and resources to effectively perform their role.
  • Support the roll out of workshops for trainers and ensure that upskilling is supported, managed and effectively scheduled.
  • Promote inclusiveness by respecting different personal needs in the team and use these to develop others. Reflect on own work, continuously seeking and acting on feedback to improve their own and the team’s performance.
  • In line with PLD governance requirements regularly assure and report on compliance.
  • Ensure behaviours and standards of dress, behaviour and learning are maintained across delivery sites, challenging when appropriate.  Ensure that trainers and learners demonstrate the standards always expected by MOJ and PLD.
  • Undertake simple enquiries / investigations as required ensuring stakeholders are aware of the concern and outcome.

Leadership and Management

Collaborative working – working across functional and organisational boundaries, representing PLD professionally and consistently. Management and resources – provide management of resources including ensuring best value for money and efficient use of resources. Act as a role model displaying leadership behaviours in accordance with the PLD’s values and behaviours. Actively encourage and support all colleagues. Line management of staff (if you have direct reports) including systematic touchpoint meetings, development conversation and all aspects of performance management. Continually develop yourself through CPD.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Annual Leave
