The Counter Terrorism - Assessment and Rehabilitation Centre (CT-ARC) was established to respond to the diverse and evolving nature of terrorist offending and threats. It serves as the driving force behind evidence-informed understanding of the terrorist cohort and how best to work with individuals to reduce their risk.
Overview of the team
Led by Dr Adam Carter (Band 10), CT-ARC is comprised of National Specialist Leads who are trained psychologists and specialist probation officers, all with experience of working directly in operational roles with the CT cohort. They collaborate with cross-government partners to develop new CT assessment and intervention products for use with individuals in both the HMPPS convicted space and the Prevent space.
CT-ARC includes a dedicated research team, composed of social researchers and an economist, who provide research oversight from product inception through to development and implementation.
CT-ARC also has a dedicated quality assurance team, who support the effective delivery of assessments and interventions by operational colleagues, ensuring fidelity and continual improvement.
CT-ARC provides a suite of world-leading assessments, structured interventions and evidence-informed resources tailored to the terrorist and terrorist-risk cohort. These are supported by high-quality training and a programme of continuing professional development and assurance processes.
CT-ARC translates evidence and research (including research carried out in-house) to develop resources and assessment processes that can be used across the entire CT network. These resources can be used at any point where there is a need to assess and provide an intervention or rehabilitative work to divert an individual from engaging in terrorist activity or reduce risk of further terrorist offences. We also engage with external scrutiny processes such as Correctional Service Advice and Accreditation Panel (CSAAP) to ensure our products, including the training to use them and quality assurance processes, have been developed to a high standard with a focus on continuing improvement and development.
CT-ARC sets the standard for assessment and rehabilitation across the full spectrum of counter-terrorism activity. Our work supports decision-making at any stage where understanding risk or implementing an intervention is necessary, whether in the prevention space where the priority is to divert people away from fostering terrorist views that could lead to terrorist acts, or in managing registered terrorist offenders who have completed their sentence but remain on license. Crucially, the work of CT-ARC offers consistency in approach and alignment of the different rehabilitative processes in a way that maximises an individual's opportunity to make positive change, whether they are in prison or the community, to reduce risk of terrorist offending.
About the Role
The National Specialist Lead (NSL) in CT-ARC (within Intervention Services) plays an integral role in shaping and advancing the Centre’s objectives. Working collaboratively with others, the NSL contributes to the development and refinement of assessments and interventions used for individuals convicted of terrorist and terrorist-connected offences, as well as those identified as terrorist-risk. You will also be responsible for delivering training on CT-ARC products to frontline staff, ensuring delegates meet required standards. In addition, you may be called upon to develop bespoke training packages in response to identified needs or to support the delivery of training to other key stakeholders. The role includes supporting research and applying its findings to further improve and develop the assessment and intervention products on offer.
The role has significant opportunities for the post holder to work collaboratively across different directorates and departments. It will involve close, collaborative working with Psychology Services Group, CT Probation, CT Policing, the Home Office and the Joint Extremism Unit (JEXU). JEXU is a HMPPS and Home Office venture that was established in April 2017 to be the strategic centre for all counter terrorism (CT) work in prison and probation. The unit has oversight of operational delivery against the Prevent and Pursue strands of CONTEST. Delivery is underpinned by a specialist CT case management process (Pathfinder), which is delivered by a multi-disciplinary team.
The team itself benefits from a strong mix of disciplines and skill sets, affording individual members the opportunity to develop considerable insight into both custodial and community settings. Opportunities for further professional development are considerable; from attendance at structured training events, to presenting at conferences and writing articles for publication, you will be supported in developing your own personal development plan to support both your development and the teams objectives.
The role offers considerable flexibility regarding base location and working arrangements. The team is geographically dispersed and embraces flexible working practices to support effectiveness and promote a healthy work-life balance.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.
