Background
Commissioned rehabilitative services (CRS) offer practical support to people in prison or on licence or community sentences to address frequently occurring rehabilitative needs which increase the likelihood of reoffending. They are delivered by specialist external organisations under contracts or grants. The services typically incorporate support delivered separately for men and women, to address the following needs:
· Accommodation
· Family and relationships, lifestyle and associates, emotional wellbeing
· Employment and employability
· Financial and debt management, access to benefits
· Supporting people with substance misuse issues (excluding treatment)
Data to support CRS delivery is drawn from Refer and Monitor, nDelius, Digital Prison Service and OASYs.
Roles and Responsibilities
The role sits within, and reports to, the national CRS strategy team, which is part of the Directorate of Contracted Operational Delivery. This role supports both the national CRS strategy team and the regional contract management teams, providing data collection and presentation, analysis and actionable insight for all CRS activity. The role will also work alongside HMPPS Performance and will provide support to MoJ and HMPPS data and analysis colleagues, as required.
Key responsibilities include:
· Developing the management information and reporting delivery systems that are required to support operational delivery of CRS and Contract Management functions.
· Applying specialist skills in report development, data manipulation and data presentation to develop a reporting service that provides key stakeholders with data collection, validation, collation, reporting and collaboration tools
· Ensuring compliance with organisational data quality standards, a requirement of the UK Statistics Authority Code of Practice
· Creating and presenting Performance packs, particularly for governance boards
· Advising the Head of CRS and wider SLT on service delivery findings, opportunities and risks
· Providing data to support business intelligence for contractual operational delivery and recommissioning.
· Providing actionable insights to the CRS team and wider stakeholders, in particular Probation Regions
· Providing data information and analysis to support freedom of information, Ministerial and SLT requests.
· Supporting the CRS business change lead on functionality and development of the Refer and Monitor system, ensuring alignment with nDelius and wider organisational systems.
· Develop and lead on reporting tools to capture key data to support contract delivery
· Working alongside the Performance, Assurance and Risk team, provide data sets and analysis for national and regional compliance and assurance audits.

About the Role
We’re looking for a dynamic and forward-thinking Performance and Data Officer to join the National Commissioned Rehabilitative Services (CRS) Strategy Team. This is more than just a data role — it’s your chance to influence how rehabilitative services are delivered across England and Wales, helping reduce reoffending and improve lives.
You’ll be at the heart of our data and reporting operations, developing innovative tools and dashboards, supporting contract management, and providing high-impact insights to senior leaders and stakeholders across HMPPS and the Ministry of Justice.

- Design and deliver cutting-edge management information systems and reporting tools.
- Extract, transform, and analyse data from systems like nDelius, OASys, and Refer and Monitor.
- Create compelling Performance packs and dashboards for governance boards and operational teams.
- Provide expert advice to senior leaders on service delivery trends, risks, and opportunities.
- Collaborate with regional contract managers, performance teams, and national stakeholders.
- Support audits, business change initiatives, and system development projects.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.
