About the role
His Majesty’s Court and Tribunals Service (HMCTS) is an agency of the Ministry of Justice (MoJ) and provides the supporting administration for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some services via the internet.
HMCTS has a vision to modernise and upgrade our justice system so that it works better for everyone, from judges and legal professionals, to witnesses, litigants, and the vulnerable victims of crime. This will help consolidate the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all. As part of this transformation, in 2021 HMCTS published its Data Strategy, setting out its ambitions to become a truly data-driven organisation. The Strategy, Analysis and Change (SA&C) directorate supports this strategy by enabling senior leaders to make strategic, data driven business decisions.
The Data, Analysis & Insight (DAI) team is based in SA&C and plays a key role in delivering the Data Strategy, and in supporting HMCTS’s overall service provision. We provide HMCTS, the MoJ and the Judiciary with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions. To support this, we have built a new cloud-based strategic data platform and have transitioned to using Power BI and R for the delivery of data and analysis.
HMCTS Data Governance Office
We are looking for a person with project management experience, who also understands the benefits that excellent data can bring to organisations.
You will work effectively across HMCTS, linking and supporting data activities. You will often serve as a point of contact for project managers and other PMOs, providing support with commercial activities, data requirements and project management across teams and services. You will challenge teams to ensure that data is adequately considered and integrated into new projects.
This role will give you a fantastic opportunity to work closely with senior stakeholders and build relationships across HMCTS and MoJ to deliver significant improvements in the way HMCTS governs and uses its data.
Key responsibilities
Encourage a data driven culture across HMCTS, by:
- Building strong relationships across the business, which could include Programme teams and Operational Delivery, Digital & Technology Services, and Strategy & Change colleagues.
- Demonstrating and championing best-practice processes for data governance and managing risks and issues for data
Enable the successful delivery of HMCTS Data Strategy priorities by:
- Providing insight and analysis on the delivery of the portfolio through the reporting function to enable the Data Governance Committee (DGC) or other data governance bodies to make effective decisions.
- Managing contracts with suppliers, and ensure commercial processes are conducted in a timely manner, by collaborating with Finance and Commercial colleagues
Shape the strategic agenda of data governance at HMCTS by:
- Planning agendas and supporting project leads to deliver quality papers on time.
- Triaging and providing steers on proposals, papers, updates, and issues that may need to come before the DGC.
- Delivering high-quality papers and updates
- Working closely with the HMCTS Board Secretariat to progress the objectives of the data strategy.
- Providing subject-matter expertise to assist project managers in delivering data governance projects.
- Supporting data governance-focused delivery groups to implement changes.
- Developing subject-matter expertise in data governance and manage data governance documentation that supports HMCTS delivering its’ objectives.

The ideal candidate for this position should demonstrate:
Essential Skills
- Administering an enterprise-level data governance project.
- Ability to engage, motivate and influence others in technical and non-technical roles
- Strong communication and relationship building skills and a highly collaborative approach as well as the ability to interact with senior stakeholders and manage feedback from multiple stakeholder groups.
- Experience working with a project, programme, or portfolio management team, working with external contractors and doing programme planning, management and reporting
- Risk, issue and dependency management and assurance.
- Ability to identify and manage cross-cutting dependencies, risks and issues, so accountabilities and responsibilities are clear, and delivery remains on track.
- Ability to work independently, take responsibility for areas of work and manage competing priorities.
- Ability to impact-assess changes to plans, dependency and critical path management to drive through significant change on tight timescales whilst maintaining strong client and internal stakeholder relationships.
- Experience of project management software and supporting tools.

Desirable skills
- Extensive experience working in a project management environment, or programme/project qualifications, e.g., Prince 2, Agile, or equivalent.

Working pattern
Due to the nature of the role, the minimum working hours are 30 hours per week.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
