Learning and Capability Facilitator (Temp – London Pilot)
Introduction to the Enable Programme
The Enable programme is a psychologically and operationally informed programme, working in partnership with clinical colleagues from the Offender Personality Disorder Pathway and the frontline to deliver. It draws specifically on the extensive evidence base on relational practice to enable this approach in prisons and we will deliver an overarching Enable model. Our vision is that prisons will be an employer of choice, where people feel safe, supported, valued, confident in their skills and their ability to make a difference. The Enable programme will provide a scalable model of relational working which will be applied to the whole estate over time.
Introduction to the role
The recent review of operational training recommended a central oversight function to own the Prison workforce Curriculum. A new Training Oversight Function is being built to bridge this gap and will ensure the quality of training products, the creation of a training performance measure, and to support prisons with the quality and quantity of training delivery. This new function will be stood up by Autumn 2025 as it requires new jobs to be built and evaluated, staff to be recruited and functionality to be agreed. It will then evolve over time into a business-as-usual function that provides operational grip and assurance of capability and training in prisons.
The Training Oversight Function will lead a regional delivery model pilot in the London prison region standing up in October 2025 (HMP Isis, HMP High Down, HMP Pentonville, HMP Wandsworth, HMP Wormwood Scrubs and HMP Brixton). The pilot aspires to provide all Band 3 and 4 prison officers with less than 2 years’ experience 8 protected learning days per year for delivery of the Core Capability Packages, creating time for reflection, coaching, mentoring and other development. This offer will be built on pending the outcomes of the pilot, with opportunities for wider roll out into more prison regions incorporating all elements of the Enable programme into one future model for prisons.
As a Learning and Capability Facilitator you will be responsible for delivering training and upskilling sessions to colleagues identified by the Prison Learning and Capability Manger. This is a regional role which will require travel to all prisons in your PGD region. As this role is part of a pilot, the responsibilities may change over time to meet the needs of the Regional Delivery Model.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
Duration The role is available as a loan for an initial period of 12 months (with a possibility of further extension).
The successful candidate will need line manager approval prior to applying and have agreement to be released on the 14 September 2026.
Grade Band 5 – Applications for level transfer or from Substantive Band 4 on temporary promotion. Must have training qualification or necessary experience to apply.

Overview of the job
The job holder will be responsible for delivering training and upskilling sessions to frontline staff.
The successful candidate will design protected learning time in which they will deliver Core Capability Packages, upskilling sessions, provide support with coaching and elements of reflection. They will plan in close partnership with the Prisons Learning and Capability Manager, ensuring sessions remain efficient and mitigate any operational pressures.
This role requires maintaining high participant engagement through interactive discussions, activities, and digital solutions. The job holder will address any unexpected issues during sessions, foster a supportive atmosphere that resolves conflicts and celebrates diversity, and motivate learners to apply new skills while reflecting on their progress.
Through proactive feedback collection and continuous professional development, they will also contribute to the overall enhancement of training delivery and maintain strong collaborative relationships with subject matter experts across the prison region.
This role reports into the Regional Learning and Capability Lead.
Responsibilities, Activities and Duties
The job holder will be required to carry out the following responsibilities, activities and duties:

Design protected learning time using Core Capability Packages, upskilling and considering local strategies and infrastructure.
Design protected learning time taking into account different learning styles.
Work closely with the Prisons Learning and Capability Manager to shape training sessions around learning needs.
Keep participants engaged through interactive discussions, activities, and with digital solutions.
Address and resolve unexpected issues that may occur during protected learning time.
Inspire learners to apply new skills and reflect on their learning experiences.
Foster an inclusive learning environment that respects diversity.
Collect feedback to continuously improve training delivery and content.
Commit to self-development by continuously improving skills and knowledge.
Support regional delivery efforts and collaborate with local training specialists.
Build and maintain working relationships with subject matter experts to ensure that they are included within the delivery of relevant training.
May be required to design capability training products if commissioned.

Essential Criteria
To apply for this role candidates must have operational prison experience and have either a training qualification or have demonstratable experience in training delivery. If not qualified candidates may need to complete the HMPPS recognised professional qualification in delivering training.
Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.
