GDD:

Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks. Using GDD we will then determine if you will be paid an additional allowance, on top of your basic salary.  This role is within the Product and Delivery Job Family, is a Business Analyst role at Lead Business Analyst level.

Job Description:

You will lead business analysis for the Decommissioning of Legacy & Risk Mitigation Programme (DLRM), managing a team of BAs and coordinating analysis across the Decommissioning and Data Migration workstream (Crime, Civil, Family and Tribunals) and other related workstreams, including Opal (replacing the Libra green-on-black application). You will be accountable for the delivery of BA outputs across the programme including requirements, stakeholder engagement, and management of risks, issues and dependencies, with a focus on business-led data management needs for decommissioning.

You will work across multiple complex services, supporting the Head of Business Analysis to lead and represent the BA profession internally and across government.

You will have excellent interpersonal skills and build strong relationships across a diverse range of stakeholders and professions.  You will coach and mentor other BAs to grow capability across the profession.

You will help lead and develop the BA profession through the Centre of Excellence and BA Community of Practice, promoting consistent, supportive ways of working.

Key Responsibilities:

  • Lead and continuously improve BA standards, tools and ways of working through the BA Community of Practice and Centre of Excellence.
  • Set direction for BA practice and coach, mentor and develop BAs (including performance and capability).
  • Represent the HMCTS BA profession within DLRM leadership and across government/industry networks.
  • Lead requirements and scope change at programme level, ensuring clear traceability and decision support.
  • Contribute to target operating models and assess impacts on operational services and users.
  • Drive investigation and analysis of complex problems and opportunities, producing clear outputs for senior decision-making.
  • Work with counterparts across professions (e.g., product, delivery, design, research, engineering) to deliver shared outcomes.
  • Take responsibility for investigative work into problems and opportunities in existing and new services; resolve issues across those services taking account of user research, technical challenges and strategic thinking. 

Essential Skills and Experience:

  • Extensive experience applying BA methods, tools and standards in complex environments.
  • Proven leadership of BA teams, including practice assurance/continuous improvement and people development.
  • Strong experience working in multidisciplinary delivery teams (e.g., product, research, design) on public or government services.
  • Expert evidence gathering, analysis and synthesis, with clear communication for senior and operational stakeholders.
  • Ability to identify and manage analysis of issues affecting adoption of digital services and process change.
  • Experience analysing end-to-end services/processes and shaping improvement opportunities.
  • Experience working in agile delivery environments.

Desirable Skills and Experience:

  • Experience working with HMCTS digital and technology products.
  • Awareness of the wider social and technology context for government services.
  • Experience contributing to management of risks, issues, assumptions and dependencies across service areas.
  • Experience supporting system decommissioning, including functional parity and data migration.

  • Can communicate detailed information clearly to a wide range of colleagues, including senior stakeholders.
  • Can work independently on day-to-day issues and take a strategic view, escalating significant impacts appropriately.

Reserve List:

HMCTS run a Reserve List, where candidates who are unsuccessful at interview by only a few points, can be offered other roles, at the same band, for up to 12 months. You will be able to view your status via the application screen. If you have been added to the Reserve List, your status will show either Merit or Reserve list.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
